Contexte et définition du poste
JOB PURPOSE
In co-ordination with DRC CEO, develop and execute strategies for the General Cargo operation in Matadi in creating relation with stakeholders, setting objectives and developing long term strategies.
Manage daily operation according to the agreed Operation principles of the business and relationships with customers and stakeholders.
KEY ACCOUNTABILITIES
- Development of customer agreement for each type of cargo and responsible for the execution and maintenance of agreed service levels;
- Contribute to the development of technology and systems, as applicable to improve efficiencies in profitability, productivity and customer service;
- Ensure compliance with HSSE policies and procedures by all operational staff;
- Ensure safe working practices are implemented, and workplace safety incidents are investigated, and occurrences minimized;
- Liaise with customers and stakeholders as appropriate e.g. vessel crew, vessel representative, consignee, transporters, customs, Porth authorities, to ensure that the terminal operation requirements are met;
- Develop measures and record operational performance in accordance with organizational and regulatory authority standards and monitor against agreed Key performance indicators;
- Manage operational cost for the general cargo business to fit the budget;
- Ensure that all operational employees (permanent and subcontracted) have undergone the training needed to deliver safe, productive and incident-free operations;
- Interact with labor unions whenever needed to resolve day to day industrial issues and also take part in long term contract negotiations;
- Ensure all operations are appropriately supervised;
- Ensure as far as practicable that all equipment selected for use at the terminal is fit for purpose;
- Manage the employee performance issues including appraisals, discipline and grievances for all reports;
- Use continuous improvement methodology to develop and improve existing procedures.

JOB CONTEXT
- Matadi is the Main port of imports in the western corridor of the DRC
- The company will operate 2 berths and 5ha storage area with 2 warehouses with all the Company standards to be developed.
- Candidate will be in charge of implementing the takeover of the facilities, kick off operations
- Candidate will be in charge with the relationship of all port stakeholders (Shipping Line agents, Port Authority, Clients
- Will be in charge of leading the operation teams in order to fulfil all the operational needs of the terminal
- Will be in charge of supervising any civil works and equipment maintenance within the terminal
HSSE
- Integrate HSE and Security objectives into production and maintenance objectives.
- Ensure compliance with HSSE instructions, procedures and guidelines.
- Ensure that HSSE operating procedures and instructions are drawn up, approved and monitored within their departments, services and teams.
Profil recherché
QUALIFICATIONS, EXPERIENCE AND SKILLS
- French speaker and preferably fluent in English;
- Minimum 10 years in operation management roles including general cargo and containers;
- Degree in Port Logistics, Engineering, Transport Logistics or equivalent degree;
- Understanding of wider port industry and ability to relate with associated industry managers;
- Good communication skills with the ability to communicate across the organization ;
- Experience in revenue, cost and productivity optimisation through the development of improved processes including implementation of new operational procedures;
- Extensive understanding of general cargo operations including computerised operating systems;
- Effective negotiation and conflict resolution skills;
- Ability to provide leadership, and engagement to meet the objectives.
